Ngilu Gives Meaty Ministries To Cartels As Newcomers Get Bones

Kitui's rejectee Kaluki Ngilu is a master crook. A user and dumper of repute and killer of both careers and morale. Sample this.

When she nominated some qualified Kitui sons and daughters to fill vacant positions in her juakali government, she enticed the candidates with good titles of their dockets. Through this trickery, she managed to fool both the candidates and even some hard headed MCAs who thought with their people in lucrative departments, it would be better to let the Queen of graft sail through.

The assembly approved the names, and the nominees had their slots perfectly matched to fool and entice them at the same time. 

For instance, one Samson Masila had been slotted to head the LIHUD department  that was held by rent seeker Jacob Kakundi who was impeached last year. The impeached Kakundi is hanging on a thread of a court injunction he placed. 

Samson Masila and his pushers were sure that he had landed on a fat ministry, where he could entrench himself and create opportunities. 

We all know LIHUD is a lucrative department and this is where Kaluki has been drawing most of her illicit money from. She had other ideas for Masila though. Relax as your  truthful blog uncovers her tricks. 

Another tricked and fooled incoming Waziri is Hellena Kitheka, the gospel artiste who was slotted to head the department of Tourism, Sports, Culture and Youth development. Quite a massive and highly funded department. 

Now as soon as the names were approved by the Assembly, Ngilu and her cartels swung into nocturnal action. They vowed to keep the meat and hand over bones, shells and skeletons to the 'outsiders'.

Instead of getting the well funded LIHUD, Samson Masila was dumped at a shell department called Lands and Physical planning. There is no much activity here, hence no meaningful funding. Masila will spend his entire time in office counting cobwebs at the ceiling. 

As for Hellena Kitheka, the mwimbaji was played big time. The well funded Tourism and Youth departments were snatched away from her. Instead she has been given some bogus department called Gender and Culture. One wonders what she will do about gender. As for culture, well, she might resort to organizing Kilumi dirges. Just to let you know, under the Youth development department, billions of shillings are being looted by Ngilu through the Manyenyoni Kiyosec project. She can't let that go!

It did not stop there for Kaluki and her money thirsty cartels. One Emanuel Kisangau who headed the lucrative Agriculture, Water and Irrigation department was literally flushed out and dumped in the sewer. 

Kisangau will be heading a nondescript department called Apiculture (counting county bees) and fisheries. Now, how viable is fisheries in Kitui? This therefore means negligible, if not zero funding to that department. Kisangau has by word and deed been discarded like a soiled kisodo. 

His former department has been handed over to Meshack Muthusi, a newcomer who has nothing to smile about. Our desk has learnt that Kaluki and her cartels have identified a cartel CO to work with Muthusi. 

"The CO is the one who will be running the show. Even during Kisangau's time, he could not give you a tender worthy 50 thousand, all those duties were taken over but the chief officer," revealed our resident mole at the Juakali serikali. 

Infrastructure, Housing, Transport and Public works (see all those) department has gone to Ngilu's favourite thief, the anti social and ever paranoid Jacob Kakundi. He is famed for facilitating theft of fuel funds in cahoots with Kanda petrol station among other multi million heists.  

"Kaluki could not allow this well funded department to go to a non starter waziri. It must remain with her cartel by all means" our source noted. 

Patrick Musau Koki, Kaluki's favourite messenger boy also got a lifeline. This is because Koki does what Kaluki or her trusted cartels say without questioning. For his blind loyalty and so that they (cartels) can continue looting, they gave Koki Waiya Kuvasila Tourism, Environment and Natural resources. 

If you have no idea that Ngilu and her cartels have been selling charcoal in Nairobi and Thika at lucrative profits since she placed a ban on charcoal trade, then u must be a certified fool. 

Koki has been placed there strategically, to facilitate charcoal trade and pilferage of resources. He's a "yes madam" servant. 

As for Dr Winnie Kitetu, her goose was cooked and served long ago even before she assumes office. Ngilu is the defacto minister for health and the only person she trusts is 'Dr' Muthoka, her first generation slave. 

"Those two will continue running the show at the well funded health docket as the daktari wa akili watches dejectedly from the trenches" our trusted mole added. 

Another cartel CO has been identified to take charge of the Trade and Coops department.
