How Dr. Malombe Chose the 10 Cabinet Nominees.
1. Regional Balance
Kitui being a vast county, there has always been need to ensure regional balance in public appointments. Indeed, during his campaigns, Dr. Malombe stated that no part of the county would be left out in his government.
For this reason, Governor Malombe's list of nominees is a clear representation of the County. All the 8 constituencies are represented.
And to add the icing on the cake, the vast Kitui South and Kitui East got two slots each. There is no more reason for a disquite from Kitui South.
Peter Mwikya Kilonzo alias Tangawizi who has been nominated to the _Finance, Economic Planning & Revenue Management_ docket comes from Athi Ward
Also from South is John Mwendandu who comes from Ikanga. He will head _Energy, Environment, Forestry, Natural & Mineral resources_ docket
The larger Kitui East also got two slots
Engineer Reuben Itiko who comes from Chuluni ward, nominated to head _Roads and Public Transport docket.
Also from Kitui East is Joyce Titus who comes from Zombe. She will head _Education, Training & Skills development.
2. Gender Balance
Dr. Malombe's list of nominees comprises 4 women and 6 men. This satisfies the Constitutional threshold of two thirds gender rule
3. Professional qualifications
All the nominees have first degrees from universities recognized in Kenya. Some have post graduate qualifications such as Master's degrees, post graduate diplomas and certificates in professional fields.
4. Youth representation
Two of the nominees are coming in to represent the youth.
One is Dr. Stephen Mbaya from Kivou Ward in Mwingi Central who has been nominated to head the _Agriculture & Livestock docket.
The other one is Phoebe Mutemi from Mwingi West who will head the _Culture, Gender, Youth, ICT, Sports & Social Services.
5. Marginalized Groups
Marginalized Groups have always deserved an affirmative action to bring them at par with other sections of the community
Tharaka community in Mwingi North fits into this category. It is only fair that it is ably represented in Governor Malombe's administration
And this is how Peter Gitonga Nkunda comes in to head the _Water and Irrigation docket.
From Skymoon Desk, we note that this list is a good representation of Kitui County and is generously comprehensive given that there were only 10 slots for CECs.
Governor Malombe is committed to fair, just and true representation even in other upcoming public appointments.
Meanwhile, the Governor has said there is no vacuum in his government even as the Assembly vets the nominees. CECs who have been in office will continue to hold office until new ones take oath of office, he said.
