Four Ngilu COs Lose Big in Court

Four disgruntled Chief Officers who are under instructions by former governor Kaluki Ngilu to sabotage Governor Malombe have this morning lost big in Labour Relations court. 


The 4 cartel COs namely Zakayo Kimanzi, Enoch Nguthu, Geoffrey Mulinge Changangu and Joseph Kimanga Mutua had filed a petition in court against the County Government seeking - among other things - to bar Governor Julius Malombe from hiring new Chief Officers.


The governor had advertised 26 positions for Chief Officers. The four Ngilu cartel COs had hoped to stop this process in their choleographed scheme to sabotage the development conscious governor.


However, today the Labour relations court dealt the misguided COs a big blow when it permitted Dr. Malombe to go ahead with the process of hiring new Chief Officers unhindered.


The court noted that it is unreasonable for the four disgruntled Chief Officers to seek prayers that outrightly seem to stop the County Government from functioning. 


The only temporary reprieve the four COs got was a temporary order to allow them to stay in office for a few days as their petiton is heard and determined. 

They will However lose their their authority as Accounting Officers of their respective departments. 


The County Government and the Governor were given more time until December 21, 2022 to file further submissions, which might include valid reasons why the 4 cartel COs must exit the office as a matter of public interest.


The 4 who are itching to implement the Supplementary Budget with the sole objective of authorizing payment on dubious hot air contracts undertaken during Ngilu's misrule had urged the court to find that Ngilu had appointed them as COs for a lifetime.


However, according to Senior lawyers, this is a ridiculous application which cannot stand in court and will soon crumble.  


Governor Malombe and the people of Kitui County will certainly have the last laugh as Ngilu's bleeding cartels are demolished one by one. 


Of Note

1. the corrupt COs will not oversee the implementation of Supplementary Budget. 

 

2. Some of the COs have active corruption cases pending at the EACC. The County Government has vowed to cooperate fully with the EACC on the aforementioned cases.
