Shock As Junior Pharmacist Appointed Hospital Head To Facilitate Grand Theft

The rot and mismanagement of Human Resource docket at the run down health department of Kitui is on another level. There is a very disturbing trend taking place in the County Ministry of Health whereby qualified staff in management positions are being frustrated and replaced by unqualified junior staff. The juniors’ only qualification is that they are related to Senior members of the current juakali county government.

Sample this: At the derelict Kitui County Referral Hospital, an unqualified junior Pharmacist has been appointed as the Medical Superintendent (MedSup). What is shocking is that the fella is the junior most Pharmacist in the hospital, at job group M! He was recently employed and has no experience in even heading the Pharmacy Department at the hospital.

At job group M, the irregularly appointed MedSup can't give instructions or supervise his seniors. And yet, according to our trusted sources, the hospital has more than 20 Doctors at job group P, Q and R. One wonders how the junior pharmacist will run the hospital when he can't give orders to his professional seniors as per Civil Service Regulations. 

“The Medical Board guidelines state that that the Incharge of a County Referral Hospital and Internship Centre must be a Senior Medical Specialist at Job group Q, R or S. Violating the guidelines may result in the hospital being downgraded from Level IV to Level III. Remember, it was also recently demoted from Level V to IV while 10 other County hospitals were downgraded to Level III,” disclosed our highly placed mole who is privy to the happenings.

 

Our investigations reveal that the junior pharmacist is a nephew to disgraced and colourless Chief Officer Kioko Kiilu from Makueni county and that is the main reason why the junior medic was promoted to head the sensitive County Referral Hospital. It is professionalism being auctioned at the altar of nepotism.

Kiilu’s position as Water CO was recently advertised, and it is rumoured that he will be transferred to the Health docket where he briefly acted when Dr Muthoka was on leave.

“Yes, he has been salivating for that position because he knows health docket is a fertile ground for his looting. To prepare the ground for his grand theft, he had to ensure his unqualified nephew was appointed MedSup of the County Referral Hospital. This is how the cartels will loot the facility dry” another of our tipster revealed.

Under corrupt Ngilu and her looting cartels, Kitui health sector has been thrown into quandary as all services collapse. The facilities lack even the basic of drugs let alone oxygen which is a key requirement during this COVID 19 pandemic period. 

Yet with the runaway mismanagement of HR in the health sector, the Medical Board will not hesitate to downgrade Kitui health facilities to mere health centres. Ngilu and her cartels must be rooted out.
