Japeth Muthengi Triumphs As Court Stops Ngilu & Her Cartels

 Japheth Mbiti Muthengi, the besieged secretary and accounting officer of the Kitui County Public Service Board (KCPSB) has won round one against the ruthless cartels that have been working to remove him from office.



The hardworking officer, described as a solid and incorruptible professional has successfully obtained conservatory orders stopping the clueless Florence Makindi (chairperson of the board) and outgoing governor Kaluki Ngilu from interfering with his work.



In the orders accessed by our desk through our strategic court moles, Justice Nduma Nderi has ordered Kitui Central Police Station OCS to ensure that Mr Muthengi has unfettered access to his office and that nobody prevents him from executing his duties.



Justice Nderi also dealt a mortal blow to madam Makindi who is Ngilu's puppet when he ordered that their crony, one Wilfred Ngesu Mutua should never step his unqualified feet anywhere near Muthengi's office. 



Ngesu Mutua was being fronted by Ngilu through madam Makindi to take over from Muthengi because he is malleable and will act as their puppet.



However, our investigations revealed that Mr Ngesu is totally not qualified to hold the office of secretary and accounting officer of the board. His unprocedural appointment to the position by the cartels was therefore found to be a nullity and vanity.



The court through justice Nderi also barred the cartels from taking any disciplinary action, interdicting or even sacking Mr Muthengi as they had threatened until his matter is fully heard and determined.



In his petition, Mr Muthengi has listed madam Makindi as the 1st respondent and the public service board as 2nd respondent. 

The county government under failed Ngilu is listed as the 3rd respondent, Treasury CEC as 4th (we have a dossier on this man who is now a fugitive) and finally Mr Ngesu as the 5th respondent.



"The respondents, either by themselves or their agents are barred from blocking or interfering with the work of the board secretary" the court ruled on October 12. 


As such the cartels who had already locked Muthengi from accessing his office were ordered to remove any padlocks they may have put and make him comfortable as he serves kitui populace.


The court was quick to note that any disobedience to the orders would be deemed as contempt, resulting to a 6 months jail sentence for the respondents. 



A week ago, madam Makindi tried to unlawfully evict the secretary from office using hired goons. She also served Muthengi with a show cause letter which is in our possession and whose letter Muthengi trashed through an explosive reply that left the cartels shivering in shame.



In the laughable show cause letter, Makindi had accused Muthengi of flimsy things such as not supplying her with newspapers and insubordination. 



"She is a petty old woman but sadly she has no mind of her own. She is doing the governor's bidding who wants to plant her crony in the position. The granny is simply a stooge" noted an employee of the board who is shocked by the turn of events.
