Revenue Shoots up as Malombe Dismantles Looting Cartels

Notable positive changes are already being witnessed in the county after the election of Governor Julius Malombe who came into office on a promise of rescuing the county and her people from the morass of decadence initiated by fallen Kaluki Ngilu.


Chief among these positive impacts is the revenue collection.


According to a Revenue Collection Report for October 2022 seen by our desk, the revenue collection is on an upward trajectory since Governor Malombe took office and initiated robust changes in the revenue department. 


Part of these changes include sealing the loopholes of revenue theft and kicking out Ngilu's cartels planted in the revenue department to loot and plunder.  


Efforts are paying off ... 

The efforts by the Governor are paying off, according to figures captured in the Revenue Collection Report. 


Notably, Revenue Collection has increased substantially per Division, per Ministry and per Stream in the period under review between October 2021 and October 2022.


County ministries ...

For instance, the 10 County Ministries (Departments) plus County Treasury, Mwingi town and Municipality posted Ksh24.9 million in revenue collection in October 2022 compared to Ksh17.6 million collected in October last year when Ngilu was in office. 


The figures indicate that the Ministries' collections in the period under review increased by a remarkable Ksh7.3 million. 


The Ministry of Health alone posted a significant Ksh16.5 million of revenue inflow in October 2022. Sadly in 2021 under Ngilu, the same department managed a meagre Ksh9.5 in revenue collection. 


The comprehensive report also shows that the revenue base of the County's 12 Divisions has also shot up. In October 2022, the divisions posted Ksh.6.4 million compared to Ksh 4.2 million in 2021.


"There is a notable 54% rise in revenue collections across the divisions from the month of October 2022 compared to the same period in October 2021," the report says. 


The increase in revenue collection is attributable to one on one engagement of the revenue department leadership with the division officers in charge (DRAs) and the promise of the DRA imprest/monthly allowances processing, the report further says. 


Dr. Malombe's midas touch ...

So how has Governor Malombe managed to do it?


It is keeping with his promise of accountable and transparent leadership. Unlike Ngilu who used to steal revenue collected, Malombe is committed to ensuring that every public shilling is accounted for. 


The starting point was by removing Ngilu's thieves from the Revenue Department and appointing officers who can be trusted.  During Ngilu's misadventure in office, DCI officers would routinely find cartons stashed with revenue cash and hidden in people's bedrooms. 


Push back by cartels ....

Governor Malombe's move to stop revenue theft - though well intentioned - has generated serious pushback from the cartels & thieves who are now regrouping to fight him.  


However, the vast majority of Kitui County residents have assured the Governor of their unwavering support as he cleans Ngilu's mess and puts the county on the path of development.
